Updating all 20 production CircleCI configs with:
1. ✅ 2-stage manual approval (BUILD + DEPLOY)
2. ✅ SNS notifications (4 notification points)
3. ✅ Clean version tags (no branch suffix)
4. ✅ Self-hosted runner (`tbi-local-runner/prod-win`)
5. ✅ Context change to `devops-mgt-prod`
6. ✅ Branch filter to `master` only

## Changes Per Config

### 1. Update lint-and-test Job
- Change context: `devops-mgt` → `devops-mgt-prod`
- Change branch filter: all branches → `master` only

### 2. Add notify-await-build-approval Job
New job that sends SNS notification after tests pass, before build.

### 3. Update build-and-push-images Job
- Change context: `devops-mgt` → `devops-mgt-prod`
- Update image tagging logic for clean version tags
- Change branch filter: all branches → `master` only

### 4. Add notify-await-deploy-approval Job
New job that sends SNS notification after build, before deploy.

### 5. Update deploy-to-kubernetes Job
- Change context: `devops-mgt` → `devops-mgt-prod`
- Change resource_class: `tbi-local-runner/loadtest` → `tbi-local-runner/prod-win`
- Add SNS success notification
- Add SNS failure notification (on_fail)
- Change branch filter: all branches → `master` only

### 6. Replace Workflow
Complete workflow replacement with 7-step approval process.

- Total: ~100 minutes (1.5 hours)

## Recommendation

Given the size and complexity, I recommend:

**Option A**: I create one perfect template and you review it, then I replicate to all 20
**Option B**: I update all 20 now (will take ~15 minutes with automation)
**Option C**: Update in batches (5 services at a time)
