## Activation Steps (Per Service)

1. Enable CircleCI project for the service repo
2. Configure CircleCI contexts (`devops-mgt`, `devops-mgt-prod`)
3. Test pipeline in dev environment
4. Add service to `CIRCLECI_MIGRATED_SERVICES` in `tbi-environments/Jenkinsfile`
5. Verify Jenkins skips the service
6. Test uat/prod deployments
7. Remove old Jenkins job (if separate)

## Notes

- Infrastructure services excluded from counts: cert-manager, webrouter, cluster-autoscaler, logstash, logger, prometheus, grafana, argo-cd
- Some services deploy to multiple environments from a single repo (shared image pattern)
- `tbi-acc-his` and `tbi-acc-gx` are isolated POC clusters running subsets of ACC services
- `tbi-cache` is a dedicated cluster for Gigi flight cache services
- The `Y` column in the CSV = service exists in that environment's `requirements.yaml`
